Payroll Systems Specialist

33000 - 39000 per annum

To support the Payroll Manager in the design, review and development of the new system for payroll ensuring compliance with legislation, policy and procedures.

Client Details

The client is a Non-Departmental Public Body based in Edinburgh.


Support the Payroll Manager in the development of the CBS system to maximise performance and to ensure plans and tasks are prioritised, reviewed and completed to timescales

Support the Payroll Manager in the design, review and development of payroll requirements, process maps, solution design documents and system build so that the CBS system is configured to satisfy the oragnisations requirements and processes as well as current best practice and legislation

Ensure compliance with the organisations policies and procedures, controls, legislative and statutory requirements to ensure all activities are fit for purpose and aligned to the requirements of the organisation

Create, review and complete testing documents, IST, UAT, Payroll Parallel Runs including production of supporting documents to ensure the system has been designed and built to specification and complies with legislation, policy and procedures

Identify, clarify and evaluate issues and risks associated with the project to initiate corrective action(s)

Produce reports and statistical information as required to ensure user requirements are met.

Participate in the development of training materials as well as to provide the Payroll team with adequate training and support on the new CBS system


  • As a minimum be educated to SCQF level 8 ideally with a relevant qualification (e.g. CIPP Diploma or equivalent) or have equivalent relevant experience

  • Payroll experience of at least 5 years (mostly at senior level) within large or similar environments

  • An expert in payroll and related fields with excellent technical knowledge in relation to statutory, legislative, pension and audit requirements to be able to advise, guide & question in their specialist area (ie payroll)

  • Experience of payroll systems implementation (UNIT4 BW would be advantageous) Be able to demonstrate leadership skills including influencing and motivating

  • Ability to work under pressure and use their own initiative to prioritise workloads and ensure deadlines are met in a timely and accurate manner

  • Excellent written and verbal communication skills

  • Be confident and approachable to enable engagement with stakeholders

  • Good IT skills, particularly with Microsoft Excel, Word and relevant payroll/finance packages

  • Have experience of reporting/collation of relevant data from multiple sources

  • Excellent numerical skills to be able to understand and carry out complex and accurate payroll calculations and analysis of financial data

  • Good analytical and problem solving skills

  • Experience in project management/lead would be advantageous
